129 GOVERNMENT AUTHORITY FOR URBAN RENEWAL On August 4th, 2016, the Government Renewal Authority Lawwas passed, which regulates the establishment of a designated body to deal with the matter, in order to increase the scope of realization of urban renewal projects, to prepare plans for the promotion of projects and to assist tenants and apartment owners in built urban areas. According to the law, the Government Authority for Urban Renewal will serve as the central body in charge of urban renewal in Israel. Among its duties: Promotion and budgeting of government programs for urban renewal, assistance to local authorities and entrepreneurs, and provision of guidance and counseling services to residents of neighborhoods planned for renewal. With regard to apartment owners and tenants in the compounds, the law creates assistance mechanisms in the form of the director of tenant applications for urban renewal projects, as well as tax benefits, discounts onmunicipal taxes and individual attention to the elderly and public housing tenants. The law also defines benefits and rules for promoting urban renewal projects. The ISRAC's activities are divided among the current activities carried out each year and between special projects, regulatory activities, research and more, which are done according to need and in accordance with a specific decision. Structure of the Authority: The Government Authority for Urban Renewal consists of the headquarters and the bureau of the director of the Authority and of three divisions: The Senior Policy Division deals with all aspects of urban renewal in the State of Israel, examines the variety of processes and builds extensive tools and solutions for efficient and quality promotion of urban renewal processes Division Roles: • Advising the government on Urban Renewal matters • Formulating work plans for promoting urban renewal • Identifying and mapping key barriers and promoting solutions to remove them • Operating a fund for urban renewal • Promoting solutions for the protection of the home front and strengthening against earthquakes as part of urban renewal 1 תקציר באנגלית
