131 URBAN RENEWAL IN ISRAEL Urban renewal in all its aspects is a central goal of the Israeli government and one of the main challenges in the country. Against the backdrop of the highest demographic growth in the western world and the reduction of land resources and open spaces, the government, the planning system, the local authorities and other partners are required to find solutions for adding housing units simultaneously with the addition of supportive infrastructure and allocation of land for public and employment purposes, and all this within the built-up fabrics. In Government Decision No. 2457 (D / 131) of February 13, 2017, the goals for the creation of housing solutions were defined until 2040. Among other things, the decision defined a target of 1.5 million housing units by 2040 tomeet the needs of the population. According to the government's decision, although 20% of all residential units are to be added to urban renewal in 2017-2020, and by the target year, 35% of all housing units will be built within the existing fabric. In other words, development processes and urban renewal in existing fabric will be of increasing importance in the foreseeable future. Within the framework of this decision, the Ministry of Construction and Housing and the Government Authority for Urban Renewal were required to formulate a plan of action that would define the tools, actions and means required to meet the urban renewal targets as determined. In addition to the need for urban renewal, which stems from the demographic growth and the resulting growing demand for the next apartments, urban renewal serves as a process of social and cultural revival of old urban fabric and urban development within the boundaries of the built-up area. On the physical sphere, urban renewal processes in the old built-up fabric are done on several levels, from upgrading buildings and infrastructure, through the development of public space, to the demolition of buildings and the construction of new buildings in their place. Urban physical renewal enables the maximum savings and exploitation of the land resource and existing infrastructure for the residents of the neighborhood, old and new. On the social and cultural sphere, urban renewal processes focus on improving the conditions for the existing population and restoring a diverse population to the centers of the old cities and neighborhoods.
